Yeah, I think you need to beat all the gov forest quests to unlock the caves opm (one-person-mode) side-story quests. Which is kind of weird since gov quests can't be played in opm.

I forgot about Gov quests... don't you need to clear the gov quests of a respective area to unlock the solo quests of a given area?

Have fun! Just select "one person" mode when making a game at the lobby counter. This scales down the monster strength like solo mode on DC/GC.
