Doesn't this really just speak volumes to how versatile RBR actually is rather than it being an issue though? If you think about it, RBR quests were never meant to be the mandatory things you had to do every week to get your best chances at loot, as from what I seem to see a lot that's what HBR...

It was available last Easter event at Elly's shop but none of the weapons rolled hit percent according to the event thread. So, unless there's another event that has it, its impossible to have one with hit percent.

Last I checked this is only available through the console mags, aka Mark 3, Genesis, Dreamcast, etc. Though not sure why you'd want a 200 DEF mag in the first place outside of collecting purposes, 200 DEF doesn't do anything to help power level a character.
