Which Direct3D renderer are you using in the launcher's options? Have you tried any others? Is this only in the lobby or all areas? Have you tried disabling some of the shaders in the options?

Try deleting addons/Settings Editor/options.lua if it exists. If it doesn't exist, it sounds like the addons are crashing during startup before the Settings Editor gets to do anything. In that case, try lowering your settings or changing the Direct3D Renderer in the launcher's Options page...
