FOney has much higher MST (better tech dmg, aside from grants) and ATA (especially useful with a bringer's rifle) than FOmarl. Downsides are mostly having worthless ATP and low survivability. FOmarls make great melee forces, can use S ranks, and have the best slicer+shot animation, but otherwise...

Phantasmal World 1 is the fastest if you split up (or so I've heard), but most people won't because of drops/exp. Other than that, Villainous Rift 1 seems to be the best.

The DMC on this server isn't that bad I think. As others have said, tech spam is mostly just annoying when people are trying to kill a higher hp enemy or something or if you're neglecting other duties. It's even pretty useful in some situations for stunning dangerous enemies, or killing EP4...

PSO, why must you be like this?

Any differences between an S-Rank Slicer and J-Cutter or are they pretty much the same?
