So thinking about this weapon, it feels like it should really skip the MISS check for enemies that have moved 8+ distance from when the projectile was spawned. It would still miss if there's no collision with the enemy (which has no text at all)

It sounds like you saw a suggestion for GC (in which God/Battle only dropped for Redria) whereas it's significantly easier to get rolling on Ephinea due to trading. The optimal way to start is probably to play a ranger (shots are insane) and just feed mags while looking for some Photon Drops...
