Just done it with all 4 characters and only the 3rd one does not enter.

A little before,my very first character entered it but my 3rd one could not again.I can say that i have not done side story quests with my 3rd character so i do not know.I will check my 2nd one too.

Besides thanking you for the Sandbox feature,i would like to propose a way to unlock the combos of the several weapons they are. Tbh,i would prefer it to GOE but if it can/should not be done,so it be.
