PSOBB runs on just about anything.
I remember playing it on a 2007 laptop with Intel integrated graphics for a hot minute while at work. (Don't judge me.)
It ran just fine!
I think ANY potato PC can run PSOBB as long as you're running it with Windows. Now if you're trying to get fancy with...

For real, though. You don’t need to cater to DF users and not using Resta. Just use it. Let them deplete their own HP again, if need be.
As said above, PSO isn’t a job. You don’t need to play “efficient” all the time...

I've been doing some reflecting and noticed that, wow, it's has been quite the journey with PSO for me.
I've been in the PSO scene for quite some time! Online AND offline, I've played every release of PSO so far... JP PSOv1, US PSOv1, JP PSOv2, US PSOv2, JP EP1&2...
Your problem is going to have nothing to do with the update.
A lot of people seem to always default to that when stuff happens, "It was fine before the last update", but it almost always has nothing to do with the update.
Probably gunna have to start looking at any other changes you've made to...
Many solutions here.
1. Stop pressing ALT+TAB in true fullscreen mode.
2. Stop running programs that need admin privileges while PSO is running.
3. Stop running programs that interfere with the PSO window.
... or just change your Direct3D API in the launcher to 11 or 12 where this can't happen.
I think we wipe and start again, but aim for a faster 1 billion kill time.
KIDDING! (I know the word “wipe” is traumatizing for some so I had to people, so just want to make sure you know I am only joking. :’))
